Ad recovery codes are personal and limited to one active browser at a time. Restoring on a new browser replaces the previous ad-pass device rather than creating another simultaneous copy.
A completely anonymous system cannot perfectly prove that the same human returned after all local identifiers were deleted. The recovery code or protected recovery email is the learner’s proof of access.
